In 2002 Pastor Terrell Frazier had a dream that would forever change his life. The Spirit of the Lord appeared to him in a dream and showed him what he was commissioned to do. Job 33:14-18; Matthew 1:20-23. Pastor Frazier did not act on the dream immediately, with much counsel and through a process of time the dream was awakened within him, and he moved as directed.

Rivers of Living Waters Outreach Ministries was created for those that do not know Jesus Christ, to gain knowledge of Him through the Word of God and believe that their life can change for the better. The ministry is also targeted to individuals that believe in the Word of God, but do not understand how to fulfill their purpose in life. Pastor Frazier began Rivers of Living Waters in his home with his wife Shantel Frazier, and children in October of 2014. In April of 2015 Pastor Frazier moved into Regency Community Center to hold services, in June he was ordained as a Pastor under Apostle William Dillon and has remained faithful to the process and souls called there. In January of 2019 Pastor Frazier expanded the location of Rivers of Living Waters to a storefront building in Savannah, Ga.  The Lord is completing the work that He has begun and ordained. In the year of 2022 like many others the ministry has endured the pandemic and came out victorious. Pastor Frazier began to speak over this year and said that 2022 would be the year of new release and expansion for the ministry. The ministry moved to its new location a stand-alone building back in Hinesville, Ga on June 5, 2022. This is the Lord's doing and it is marvelous in our eyes.

Rivers of Living Waters Outreach Ministries, Inc. is non-denominational, not bound to religious programs, or services.  It is the desire of Pastor Frazier that those who have an ear to hear and a heart to receive the word of God will experience the peace, love and joy that only Jesus can give.
